The State Transport Department has tied up with
Postal Department to begin home delivery of driving licence and vehicle
registration papers within a fortnight.
The department was contemplating to introduce the measure for
past few months. The objective is to tackle the issue of fake addresses besides
providing service to the applicants.
The applicants can now avoid long queues to get their driving
licences. The new system will be introduced across all Regional Transport
Offices (RTO) of the State within a stipulated time. In addition to the Postal
department, the Transport department has also tied up with smart card
manufacturing company- Smart Chip Limited.
Under the new scheme, the driving licence and vehicle
registration papers will be dispatched on the address provided by the applicant
from Regional Transport Office (RTO) through India Post. Sources said the
recipient will have to pay about `20 as postal charge.
If the applicant is not present at the provided address at the
time of delivery, the papers will be returned to the RTO. Postal department
officials will leave a message to the applicant notifying about the failed
delivery.
After the first failed delivery, the applicant has the option to
retrieve his licence and papers from the RTO in person. If the individual does
not collect it manually, then the respective RTO will dispatch the papers for
the last time, failing which, the driving licence or vehicle registration
papers will be nullified with immediate effect.
Under the existing mechanism, the applicant for both documents,
has to visit the RTO to get them. Currently, about 300 driving licence and more
than 500 vehicle registration papers are issued every day at Bhubaneswar RTO.
The new move is expected to lessen the burden on the RTOs across the State by
reducing footfall.
