A New Programme of Financial Inclusion - opportunity to Gramin Dak Sevaks -- NEWS

Government to Launch A New Program of Financial Inclusion in Mission Mode to Provide Households with Facilities of Savings, Credit, Remittances, Insurance and Pension: FM 

The Union Finance Minster Shri Arun Jaitley said that the Government is going to launch a new program of Financial Inclusion in Mission Mode which will provide households with facilities of savings, credit, remittances, insurance and pension among others. He said that this is a marked shift from earlier effort where only opening of account was the focus of the financial inclusion drive. The Finance Minister Shri Jaitley was speaking after holding a meeting with theChief Executive Officers (CEOs) of Public Sector Banks (PSBs) and Financial Institutions(FIs) here today.

The meeting was attended among others by Shri G.S. Sandhu, Secretary, Department of Financial Services, Deputy Governor, Reserve Bank of India, Ms. Snehlata Shrivastva, Additional Secretary, Department of Financial Services, Chief Executive Officers (CEOs) of Public Sector Banks and Financial Institutions and senior officers of Ministry of Finance.

The Finance Minister Shri Jaitley further said that this time the Government is targeting the individual households rather than the village. He said that there are 7.5 crore households in the country who do not have bank account so far. The Finance Minister said that the Government is targeting that every village should get a banking facility within a reasonable distance and that every household should have at least one bank account within the time frame of one year. This is a big challenge and there are several difficulties like lack of connectivity and infrastructure facilities etc, the Minister added.

The Finance Minister Shri Jaitley said that in our country where we have very low levels of financial literacy, it is essential that people understand the importance of availing financial services which will enable them to participate in the growth story. Therefore, financial literacy will receive a special emphasis in this new programme of financial inclusion, the Minister added.

The Finance Minister Shri Jaitley said that technology has made rapid strides in recent times and, therefore, the Government must use technology, especially mobile based services in a big way to achieve the desired results. The Government has integrated provisions of access to banking facilities, account opening, financial literacy, credit availment, micro insurance and pension, the Minister added.

The Financial Inclusion Mission has two phases starting from 15thAugust this year. The first phase will get over by 14thAugust, 2015 and the second Phase by 14thAugust, 2018. Most of the activities will be done in Phase – I and insurance and pension would be covered in Phase – II.

The Finance Minister Shri Jaitley added that the previous efforts did not involve the State Government and District administration. He said that this time the State Governments have been requested to achieve this ambitious task. There would be State level and District level Committees to monitor the progress under the plan, the Minister stated.

The Finance Minister Shri Jaitley said that there was no pull factor in the earlier campaign where people could demand access of banking facilities in their villages. He added that under the Mission, there would be awareness generation amongst the people so that they can ask for opening of their bank accounts by the banks and the business correspondents.

The Finance Minister Shri Jaitley stated that in the past, the Know Your Customer (KYC) process was very cumbersome. This has now been eased and the e-KYC facility has been introduced in the banks.

 Besides above, the following decisions were also taken in today’s meeting of the CEOs of Public Sector Banks and Financial Institutions which was chaired by the Union Finance Minister Shri Arun Jaitley.

  • Banks to explore the possibilities of installing ATMs in rural areas under RBI subsidy scheme
  • Convergence with the efforts of UIDAI to enroll beneficiaries for Aadhar number during account opening
  • Convergence with the efforts of other programmes  of SHGs / JLGs
  • e-KYC to be used for opening of accounts in the camps where Aadhaar number is available
  • Financial literacy material would be standardized by IBA
  • Logo / tagline of the plan to be used on all correspondence material for one year
  • Overdraft facilities would be after satisfactory operation
  • Grievance redressal cell at State level by State Level Banker’s Committee(SLBC)
  • In order to ensure viability of  BCs Banks would start a financing scheme
  • Banks would take Micro ATMs which are Aadhar enabled
  • All Pass book based KCCs to be enabled on Rupay card
  • Mobile wallet cash points also to be used as BCs
  • Monitoring mechanism strengthened.
  • State Governments requested to depute an officer to SLBC for monitoring purpose

GRAMIN DAK SEVAKS CHEATED BY RECOGNISED GDS UNION

Who is trying to create confusion among GDS Fraternity by spreading false news and false propaganda?

Where is the “Respectful Agreement” of Recognised GDS Union of Mahadevaiah?

Mahadevaiah’s recognised GDS Union claimed that he has signed a “Respectful Agreement with Department by agreeing for separate committee for GDS. Thus with the permission and approval of Mahadevaiah’s Recognised GDS Union, Government excluded GDS from 7th CPC.

NFPE, FNPO and JCM Staff side Demanded inclusion of GDS under 7th CPC. Mahadevaiah wrote to the Department not to allow NFPE & FNPO to take up GDS case. 

Thus Mahadevaiah’s Recognised GDS Union alone is responsible for Government’s refusal to include GDS under 7th CPC and Grant of Civil Servant Status.

Mahadevaiah is now telling that he will organize agitiational programmes for inclusion of GDS under 7th CPC. 

After signing “Respectful Agreement” agreeing for separate committee what is the need for playing another Drama for inclusion in 7th CPC . 

Who is cheating the GDS? Who is creating confusion among GDS? 

Who is spreading False News? 

Recognised GDS Union has lost its credibility.

MyGov: A portal for Citizen Engagement towards governance launched --- NEWS

The portal MyGov, a platform that serves as a medium for the people, specially the youth, to connect with the Government actively and facilitates their engagement towards nation’s development was launched today. Briefing about the initiative, Shri R.S. Sharma, Secretary of the Department of Electronics and IT said that ‘MyGov’ empowers people to contribute towards good governance through various tasks and discussions.

MyGov presents an opportunity to the citizens to participate in multiple theme-based discussions and to share their thoughts and ideas with a wide range of people. Citizens can upload documents, case studies, pictures, videos, other work plans etc. on the platform. They can volunteer for various tasks and submit their entries. These tasks would then be reviewed by other members and experts. Once approved, these tasks can be shared by those who completed the task and by other members on MyGov. Every approved task would earn credit points for completed the task. National Informatics Centre (NIC), Department of Electronics and Information Technology would manage the poratal .

Groups and corners are an important part of MyGov. The platform has been divided into various groups namely Clean Ganga, Girl Child Education, Clean India, Skilled India, Digital India, Job Creation. Each group consists of online and on ground tasks that can be taken up the contributors. The objective of each group is to bring about a qualitative change in that sphere through people’s participation.

Shri Sharma, the Secretary Electronics and IT said that the platforms launched today – “Discuss” and “Do” – will take feedback from the community and improve on a continuous basis. He said that his department has plan to have a mobile app for mygov.in, wherein while on the move, the citizens will have the flexibility to take pictures from mobile and upload on the forum, report in-context problems and issues etc. He said that this platform may even be extended to act like public audit platform for government projects. For example, citizens giving feedback on status of completed infrastructure projects, on availability of various social sector programs etc, he added. http://mygov.nic.in

In Shimla, now buy drinking water using an ATM --- NEWS

Shimla: Now, you can buy drinking water by using an ATM card in this Himachal Pradesh capital, the first in the state and perhaps in the country.
Chief Minister Virbhadra Singh Monday opened the innovative water dispensing system at the Ridge to provide clean water to tourists and locals.
The machine will dispense a litre of water for 50 paise.
"If this pilot project is a success, more water ATMs will be installed in the prominent tourist destinations of the state," Virbhadra Singh said.
Non-profit group Piramal Sarvajal has put up the water vending machine, which can also be operated through prepaid cards.
"The ATM will operate round the clock and water will cost 50 paise per litre," the foundation said.
The group added it is extremely simple to use, as like any usual ATM, the customer swipes a prepaid card and chooses the amount of water he wishes to buy.
Similar machines will be installed at Shimla's old bus stand and Vikasnagar locality, Dharamsala and Mandi towns and at the famous Hindu shrine of Chintpurni in Una district under the build-operate-maintain-manage basis.

Head Post Office for AP Likely in Vijayawada - NEWS

Telugu Desam Party MP Kesineni Srinivas (Nani) has said that efforts are being made to set up the state Head Post Office for the 13 districts of Andhra Pradesh in the city.

Speaking as chief guest at the valedictory of the three-day Andhra Pradesh Postal Philately Exhibition (APPEX-2014) at Vedika Function Hall, Benz Circle here Saturday,  he said that a proposal had been made by the Postal Department for the arrangement of the state Head Post Office at Vijayawada and promised that he would request the Minister of Telecommunications and Information Technology, shri Ravi Shankar Prasad for the funds for its  establishment. He said he would also request funds for the undeveloped post offices in areas like Jaggaiahpet and One Town.

He appreciated the Postal Department for successfully organising the philately exhibition. “Earlier, our preferred medium to contact our loved ones was writing letters, but now we are totally dependent on technology. By conducting such exhibitions we can spread awareness about Indian culture,” he said.

Chief Postmaster General, B V Sudhakar said that around 52,000 stamps had been displayed in the exhibition in various classes. “Philately is one of the best ways to know about many things,” he added.

Several philatelists, who participated in the event, were presented with medals in various categories. Certificates were given away to the students of various schools in the city who won the painting, quiz, ‘Phila Walk’, ‘Phila Hunt’ and other competitions. Later, ‘my stamp’ of Kesineni Srinivas was released by BV Sudhakar and handed it over to him. Post Master General, Mails and Business Development, K Sandhya Rani, Post Master General, Vijayawada, M Sampath and Post Master General, Vishakhapatnam, Sharda Sampath participated.

            It was decided to hold ‘HUNGER FAST’ before director General Post office DAK BHAVAN on 12.08.2014 from 10.00 AM to 5.00 PM for settlement of long pending demands of our Casual labour & contingent workers.

            Even though the committee report was submitted long back, the file in delly dolling between DoPT & DoP.

1. One order regarding regularisation of Casual workers recruited even though irregularly against post before 2006 and working since 10 years basing on Supreme Court Judgement was issued. Copy of the order is enclosed. Please ensure that the order is implemented in true sprit with the help of NFPE divisional secretaries.

2. On 12.8.2014 evening at 17.00 hours, Central Working Committee meeting will be held in NFPE office located at North Avenue Post Office Building to review the situation.

3. In that meeting the decision of all unions on the 7th pay commission and our demands and conducting our All India Conference will be decided.

            All are requested to attend in large number on 12th August 2014 to Delhi and participate in Hunger Fast and make it grand success.

               National Secretariat of  the Confederation of  Central Govt. Employees & Workers was held on 17th July, 2014 at New Delhi under the presidentship of Com.K.K.N.Kutty.  Com.S.K.Vyasji, Advisor was also present.
               The meeting held detailed chapter-wise discussion on the memorandum submitted to 7th CPC by the JCM National Council, Staff side.  The following decisions are taken.
1.     It is decided to submit a detailed memorandum by Confederation to 7th CPC before 31-07-2014 on common demands of the Central Govt. Employees incorporating all the acceptable suggestions / additions / alterations put forward by the rank and file membership and also leaders at State / CHQ level.
2.     In the maiden Budget of  Modi Government  none of the major demands of the  Central Govt. Employees such as DA merger, Interim relief, inclusion of Gramin Dak Sevaks under 7th CPC, compassionate appointment etc. are considered.  National Secretariat is of the considered opinion that submitting memorandum and interim memorandum to 7th CPC alone will not solve the problems of Central Government employees.  Educating the employees and Creating mass sanction of entire employees behind the demands is a must.  Hence,  it is decided to organise phased agitational programmes for settlement of confederation charter of demands.
3.     As it is indicated that AIRF leadership has expressed its willingness for a joint programme of action on common demands, the National Secretariat decided not to declare the Confederation’s nationwide phased programme of action, for the time being and wait for the outcome of the joint meeting being arranged by AIRF leadership.  National Secretariat authorised the Headquarters Office Bearers to declare the  phased  programme of action later on at an appropriate time.
4.     National Secretariat adopted a resolution on the continued attack by TMC hooligans on the working class of West Bengal and decided to organize   “West Bengal Solidarity Day ”  on 27-08-2014 throughout the country.  Copy of the resolution is appended.  All District / State COCs and affiliated organisations are requested to organise the programme throughout the country, in a befitting manner.

 OBSERVE “WEST BENGAL SOLIDARITY DAY” 
ON 27-08-2014
RESOLUTIONADOPTED BY THE NATIONAL SECRETARIAT OF CONFEDERATION OF CENTRAL GOVT. EMPLOYEES & WORKERS HELD AT NEW DELHI ON 17TH OCTOBER, 2014 ON CONTINUING ATTACKS ON THE PEOPLE AND WORKERS INCLUDING CENTRAL GOVT. EMPLOYEES OF WEST BENGAL AND SOLIDARITY TO STRUGGLES AGAINST SUCH ATTACKS.

               The National Secretariat meeting of the Confederation of Central Government employees & Workers held at New Delhi on 17th July, 2014 expresses serious concern on the continuing severe attacks and intimidations on the people and working class including Central Government Employees of West Bengal by the Trinamool Congress (TMC) led goons and anti-social elements for last 37 months since May 2011.  During this period more than 157 left parties and Trade Union activists were killed and the number is increasing every day.  Thousands are physically attacked and injured with police administration aiding and abetting such attacks and onslaughts.  Even after declaration of the election results on 16th May 2014 such attacks and intimidation have been continuing in full steam and 12 comrades including two women were brutally murdered.  Several thousands are ousted from their areas of work and residence.  More than 15000 comrades and activists have been implicated in false cases and many of them were even jailed for months together having been booked on non-bailable cases.  Molestation and rape of women by TMC hoodlums have become almost a frequent happenings in the state.  Latest has been the brutal rape of one Anganwadi Worker by TMC miscreants at Nadia District on 7th July 2014 and it is the same district where TMC MP had given open threat to get women raped by his men a few days before such dastardly incident of rape.  The police has been actively patronising such attacks.  After declaration of the election result, intensity of such attack has increased targeting the working people both in towns and rural areas.
               Democratic right of holding meetings, rallies etc. are being sought to be denied.  Refusal of permission by police administration to hold public meeting, even hall meetings, and using mike throughout the state at the instigation of TMC has become almost a regular affair.
SITUATION IN CENTRAL GOVERNMENT SERVICES:
               During last strike of 12th & 13th February 2014 TMC elements with a handful of employees raised anti-strike slogans and threatened the striking employees in Aykar Bhawan and G.S.I. HQ on both the days of strike.  However they could not break the strike.  Our comrades avoided the provocation. 
               During previous one day strike called by Confederation and also during two days strike called by Central TUs, attacks were launched by TMC hooligans at Barrackpore, Kalyani, Contai, Tamluk and few other places where striking Postal comrades were manhandled.  In a TSO of Barrackpore the Sub Postmaster was made to wear a garland of shoe and abused.  The same was propagated through electronic media in order to defame not only that particular comrade but also all strikers.  Botanical Survey of India employees are also under constant threat by TMC hooligans led by one Minister of West Bengal Government for last three years.  The Comrades who were manhandled during strike could not submit any FIR as they were afraid of being arrested by Police.  This is the order of the day in West Bengal; the victims of attack are being arrested and those who attacked are set free.
               Our Comrades specifically Gramin Dak Sevaks were compelled to leave their houses as they are supporters of left forces and carrying red flag of their union.  Attacks were made in the Conferences of Postal Union and Pensioners Associations in various places including Kolkata.  The displaced comrades could not attend offices and taking leave.  Few of them had to face disciplinary action for continuing on leave for more than 180 days leave.
               Administration specially in Postal Department taking advantage of this political situation are harassing and issuing charge sheets against NFPE comrades.  The appellate authority also reviews the punishment to enhance it.  Two comrades were awarded compulsory retirement.  Another comrade was also rewarded with same punishment after Rule 14 proceedings.  Those three cases were for launching demonstration.
               Attempts are being taken to change union by way of intimation and threats by the supporters of TMC.  In spite of it most of the new recruits are enrolling themselves in our unions due to sustained efforts taken by our Comrades.  The TMC Party leaders are intervening in the internal affairs of the Postal administration to get our organizers transferred.  The common employees specially lady employees are being transferred to inconvenient places and after putting them in inconvenience the transfer order is being reversed if the employee joins unions supporting TMC.
               Comrades all over the state are fighting for redressal.  But the same is not enough as situation is worsening day by day.

               National Secretariat of the Confederation while condemning such Government sponsored hooliganism in West Bengal, expresses full support and solidarity with the struggle of the people and working class and demands upon the State Government in West Bengal to put a stop to such attacks and onslaughts.  Confederation calls upon the entire Central Government Employees of our country to organize solidarity action and campaign against the ongoing brutalities by the fascist humpen-led TMC regime on the democratic people and working class of West Bengal.
               Confederation National Secretariat further calls upon all District/State units and also affiliated organisations to observe “WEST BENGAL SOLIDARITY DAY” on 27th August 2014, throughout the country.
