PM wants babus to give ideas for 'transformative change'

New Delhi, Dec 31 (PTI) Seeking to leverage the experience of bureaucrats to bring about "breakthroughs", Prime Minister Narendra Modi today asked Secretaries to come up with ideas for "transformative change" in the good governance and other areas with focus on changing the lives of people.

Modi, who held a 70-minute interaction with Secretaries to the government of India, appreciated the work done by them over the last year and a half.

He said the "vast expertise" of the Secretaries in various domains of the governance, should now be leveraged to bring about "breakthroughs, rather than incremental change", a PMO statement said.

The Prime Minister exhorted Secretaries to come up with ideas for "transformative change" in areas such as good governance, employment generation, education and health, farmer-centric initiatives, innovative budgeting, accelerated inclusive growth, Swachh Bharat and Ganga rejuvenation; and energy efficiency, it added.

He emphasised that in each of these areas, the focus should be on measures which will transformatively improve the lives of people.

Modi laid stress on people's participation in governance, and empowerment of the common man.

The Secretaries will now interact among each other, in sub-groups over the next two weeks, after which they will present their ideas and suggestions to the Prime Minister, the statement said.

Ministers Arun Jaitley, Rajnath Singh, Sushma Swaraj and Nitin Gadkari were also present at the interaction.

No Interviews For Govt Jobs From Jan 1; Skill Test May Continue: DoPT

New Delhi: All central government ministries and their Public Sector Undertakings (PSUs) were today told to dispense with the requirement of interviews for selections at junior level posts within next two days, however, they may continue with skill or physical test.

The timeliness set regarding completing the process of the discontinuation of interview by December 31, 2015 has to be adhered to strictly, a communique sent by Department of Personnel and Training (DoPT) to secretaries of all central government ministries said.

From January 1, 2016, there will be no recruitment with interview at the junior level posts in government of India ministries, departments, attached and subordinate offices, autonomous bodies and PSUs.

“All the advertisement for future vacancies will be without the interview as part of the recruitment process,” said today’s Office Memorandum No.39020/01/2013-Estt (B)-Part.

The decision to discontinue interview for recruitments is for all Group C and non-gazetted posts of Group ‘B’ category and all such equivalent posts, the DoPT said.

“It is also clarified that as skill test or physical test is different from interview, they may continue. However, these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests,” it said.

In case of specific posts where the ministry or department wants to continue undertaking interview as a process of recruitment, a detailed proposal seeking exemption will have to be sent to the DoPT with the approval of the minister or minister-in-charge.

The ministries have been asked to send a consolidated report to the DoPT by January, 7 in this regard.

“Report so to be furnished with the approval of the minister or minister-in-charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption has been sought within the purview of the administrative ministries or departments,” the order said.

Similarly, the Department of Public enterprises has also asked all ministries to advise PSUs under their administrative control to adopt a revised mechanism of recruitment for the non-executive level posts by dispensing with the practice of interview.

Postal Department's payment bank to start from March 2017: Ravi Shankar Prasad

New Delhi: India Post will launch its payment bank by March 2017, Telecom Minister Ravi Shankar Prasad said yesterday. As many as 40 international financial conglomerates, including World Bank and Barclays, have shown interest to partner with Postal Department for the payment bank, Prasad said on the sidelines of an event on Good Governance.
"We will start the postal payment bank by March 2017," the Minister said. The Reserve Bank granted in-principle approval to 11 applicants, including Postal Department, in August to set up payments banks. 
The Department of Electronics and Information Technology is celebrating Good Governance Week, from December 25, 2015. The Minister also launched 23 products and services including Wi-Fi hotspots at Har ki Pauri, Haridwar and Dargah Sharif, Ajmer and BPO promotion scheme, among others, on the occasion.

He said after the successful turnaround of BSNL, new initiatives have been taken for improving performance of MTNL also. Besides, Prasad announced the launch of free incoming all over the country by MTNL from next year.
    
Regarding the BharatNet project, the Minister said as of December 20, about 79,593 kilometres of optical fibre has been laid in 33,702 gram panchayats. "By March, we will reach 50,000 gram panchayats and one lakh gram panchayats by the end of next year," he said.   

Prasad also reiterated the commitment of the government towards the implementation of 'Digital India' programme.

Payment Bank to Begin from March 2017 

A week-long celebration of Good Governance Week was organized by Department of Electronics and Information Technology starting from 25th December 2015. A National event on Good Governance was inaugurated on 28th December 2015 by Shri Ravi Shankar Prasad, the Hon’ble Minister of Communications & Information Technology (MoCIT) in India Habitat Centre at New Delhi. This event involved active participation from Department of Electronics and Information Technology (DeitY), Department of Telecommunications (DoT) and Department of Posts (DoP) and their agencies.

Speaking on the occasion, Shri Ravi Shankar Prasad reiterated the commitment of the Government towards the successful implementation of ‘Digital India’ which would help to transform India into a truly digitally empowered society and knowledge economy in the 21st century. He said the government is aiming at empowering people of India through digitalization. Millions of citizens have already joined in this initiative and invited others to do so. He said e-services should reach more people at the earliest and sought cooperation from State Governments, industry and acadmecia in the early achievement of this objective.

Sh. Ravi Shankar Prasad also announced that India Post would be launching Payment Banking by March 2017. He said after the successful turn around of BSNL, new initiatives have been taken for improving performance of MTNL. He also announced launch of free incoming all over the Country by MTNL from New Year.

MINIMUM WAGE STILL A DREAM FOR WORKERS

            68 years have passed after independence of India. But the need based minimum wage still appears a dream for working class. After reaching a tripartite agreement in 15th Indian Labour Conference in 1957 a scientific formula called as Dr. Akroid formula based on minimum needs of a workers to survive and work, was accepted. Based on this formula all Central trade unions and independent federations are struggling since long to achieve the demand of minimum wage.

            This time also National council JCM demanded Rs. 26000 as minimum wage to a lowest class employees based on Dr. Akroid formula as on 01.01.2014 taking the commodity prices as Rs. 11344. The rates were taken as an average price of actual market from various cities throughout the India and actual receipts obtained from the shops and consumer stores were also produced as evidence. After adding component of housing, children education and social obligations it comes to 26000.

            But the pay commission has recommended Rs. 18000 as minimum wage taking 12 monthly average of commodity prices quoted by Labour bureau Shimla which is totally contrary to Dr. Akroid Formula and the figures are imaginary not realistic.

            The pay commission has also reduced the component of expenses on social obligation and children education as 15% contrary to the Supreme Court judgment of 25% on the plea that the employees are paid children Education allowance separately. The Children Education allowance is not fully reimbursed and expenses on education have increased heavily after liberalization of the education sector. The housing component has also been reduce by the pay commission stating that employees are paid HRA separately. House Rent Allowance is not full compensation of expenditure incurred on rent of accommodation obtained by an employee Earlier 3rd Pay commission has given 7.5% as the factor for housing.

            Thus this 7th CPC has drastically cut the minimum wage.

            The website of Agriculture Ministry also maintains the record of prices of commodities which are required to compute the minimum wage. Though these prices also vary from the real retail market. But if these prices had been taken by the pay commission as an all India average of the prices as on 01.07.2015. It will work out Rs. 10810. Thus the computation of minimum wage will arrive as Rs. 19880. After adding 25% for arriving at MTS scale it will come as Rs. 24850 and to convert it as on 01.01.2016 after adding 3% as suggested by 7th CPC. The final computation will come as 25596 when rounded off it shall be Rs. 26000/-

            Without modification of minimum wage, no improvement is expected in the higher pay scales. Therefore it requires recomputation and revision. If it is revised consequently the fitment formula, multiplication factor and pay matrix will have to be revised.

            Thus it is the urgent need to revise the minimum wage.

            The NJCA, Confederation and NFPE have given charter of demands to the Government of India seeking modification in so many demands failing which all Central Government Employees will be compelled to go on indefinite strike from 1st week of March-16.

            NFPE call upon the entirely of Postal, RMS and GDS employees to act as per the agitational programme given by the Confederation and NFPE and make the Government ready to accept the genuine demands of Central Government Employees.

Rural post offices will soon get digitally connected

NEW DELHI: The communications and IT ministry is set to a launch a slew of schemes on December 28 that will seek to digitally connect rural post offices across the country and enable core banking facilities at 12,000 other post offices.

The ministry will also announce a programme to set up over 1,000 ATMs in three months for the convenience of post office savings bank customers.

Communications and IT minister Ravi Shankar Prasad will launch the schemes to mark the 'Good Governance Day'.

The ambitious project to digitise all transactions made by postmen in rural India will include equipping branch postmasters with solar powered, biometric hand-held devices.


It will be launched at three pilot circles in Uttar Pradesh, Bihar and Rajasthan. A senior government official told ET that the Good Governance Day will hence be a critical date for the government to measure its success in digitising governance and for setting new digitisation goals. The official said the government's attempt to mark the day on December 25 last year had become controversial and it was thus decided to shift it to December 28. "By March 2017, 1.30 lakh hand-held devices will be made available across rural branch offices. This instrument will revolutionise lives of people across villages," the official said.

Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationary will be done through these devices and paper receipts will be generated instantaneously, the official said. "All financial transactions shall also be reconciled immediately and cash on delivery amount collected in the village will be immediately credited to the account of e-commerce company," the official said.

These devices will also facilitate biometric authentication of social security beneficiaries at the time of pay-out, "reducing leakage in the scheme", the official said.
The postal department has clocked revenue of Rs 980 crore in 2015 through cash on delivery and the figure is likely to cross Rs 1,500 crore by the end of the current financial year, the official said. The postal department has also set up 57 integrated state-of the-art parcel centres for booking, processing and delivery of ecommerce parcels.

The official said the postal department has this year offered more than 57,000 policies under the PM Suraksha Bima Yojana, PM Jeevan Jyoti Yojana and Atal Pension Yojana to post office savings bank account holders.

Delhi emerging as global transit hub for drugs by Courier & Post

India's geographical location, huddled in between the neighbouring golden triangle of Thailand-Myanmar-Laos and the golden crescent of Afghanistan-Pakistan, the regions fuelling the illicit drug trade, was always an attractive destination for traffickers in the global narcotics smuggling. It turns out now that the capital city of Delhi is fast becoming the favourite transit area for international transshipment from high-end synthetic drugs to street-used ganja, charas. And the long-exploited mode of shipment through couriers is becoming the preferred method of smuggling drugs.

This year itself, the Delhi unit of Narcotics Control Bureau has intercepted as many as 28 cases from the total of 47 cases, containing consignments of Charas, Heroin, Cocaine, Cannabis and Methaqualone Amphetamine mailed through private courier companies and the Indian Postal Service. That's an average of two cases per month, a three fold jump from the previous year's seizure, which had seven such instances of Heroin and Cocaine hidden in parcels. In 2014, there were 48 cases all over India that used couriers or parcels to transmit drugs.


The use of private couriers or postal services is a modus operandi used by global drug smugglers to avoid. And India figures repeatedly as a major South Asian country in international trafficking route. According to the 2014 report of the International Narcotics Control Board – an independent and quasi-judicial monitoring body for the implementation of the United Nations international drug control conventions -- India reported seizures of psychotropic substances like methaqualone, amphetamine-type stimulants (ATS) and Ketamine delivered through the mail destined for Australia and Malaysia.

Traditional drugs like Heroin and Opium are trafficked from Afghanistan into India via Pakistan, through road ways like Attari-Wagah border and then onward to Delhi. For further shipment in Europe, West Asia and America, smugglers depend on couriers. In the last 5 years, there is increasing trend of incoming parcel consignments of Meth and Cocaine originating from Latin American countries and outbound packages of hashish, opium and cannabis from India to international market.

Drug smuggling through parcel or mail in India, experts say is relatively easier. "Regulations for shipment of packages is not highly monitored, due to lack of scanners and high dependence on random checking. Plus, the penalty or punishment if caught is not a serious deterrent, leading the big guys in smuggling to make use of individual peddlers to do the job,'' says R N Srivastava, additional director general of National Academy of Customs Excise & Narcotics, who has studied the global, national and regional drug trafficking trends.

Foreign nationals particularly from African countries and locals from low-income background are the most vulnerable recruits to be trapped as drug couriers. Peddlers are lured with money to provide their identity documents or forged papers are prepared using their identity and address while sending consignments. This year, the Delhi unit arrested 7 individuals for their complicity in sending drug consignments through couriers. They include 5 Indian nationals including a woman and 3 Nigerians.

While smuggling of drugs by courier has become rampant recently, the quantities intercepted remain comparatively small. On an average the seizures intercepted were in small quantities heroin and cocaine being less than a kilogram, hashish between 5-10 kg and 3083 tablets of Methaqualone. These are usually hidden in the cavities or sharply masked under the cover or statues of Indian deities, religious books which smugglers believe will be overlooked or is less suspicious for the staff at courier companies. The frequent attempts of using mail and parcels, has led the Indian Postal Service to tighten its scrutinizing process. It has made it mandatory for senders of international couriers to provide identity documents such as passport or Aadhar card.

Officials at the NCB, by their own admission say that the high number of cases this year is reflective of successful interception by its intelligence officials, where as the real number of drugs sent through mail services within and outside India could be much higher. ``We are imparting training to private courier franchises and the government agencies on how to identify and what to look for while dealing with parcels. There is much more awareness among the staff at courier and postal offices to be alert and this has helped us in high interception,'' says Rohit Sharma, Delhi zonal director, NCB.

People new to city still prefer postal ID cards

Efforts on to make card valid proof for passport

Identity cards issued at post offices continue to be popular with people who have recently shifted to the city. On an average, post offices receive 4,000 applications for ID cards every month.

The cards are used to open bank and postal accounts, get LPG connections, ration cards and driving licences. However, residents demand that the cards used for address proof must be delivered soon. “Many people who migrated from north-eastern states apply for the cards. But, we do not provide cards to people who do not have proper accommodation. We ask for authorisation letter from house owners and our postal staff members also go on a verification drive,” said a postal official.

It is also an accepted ID proof to produce during train travel. Sources in the Transport department said they accept postal ID cards as an address proof document. But, the applicant also has to attach an affidavit as it is not listed as accepted document in the government procedure.

Efforts are on to have postal ID cards accepted as a valid document to get passports.
Since the launch of the service in 2008, nearly 3.5 lakh cards have been issued in Chennai city region. Customers need to pay Rs.270 to get ID cards and Rs.600 under tatkal system.

The card is valid for three years. While cards applied under tatkal process are delivered in a fortnight, customers complain that they have to wait for more than a month under the regular process.

A consumer activist said the service needs to be popularised in suburban areas. “The department must also introduce a system to alert customers about expiry of the validity period. The procedure to renew the card must be hassle free and done at a less cost,” he said. Officials said the cards are now delivered through registered posts.

Mohanty, SPOs Bhadrak Division along with his staff members handed over a sum of Rs. 44,680/- on 23.12.2015 along with blanket, jacket, saree and dresses etc contributed / donated by the staff members of Bhadrak Division to the GDS MD, Eram SO who has lost his house due to an out break of fire in his house last week.
      This was the 2nd phase contribution. The 1st phase contribution of Rs. 21,000/- was handed over to the GDS by the SPOs on 17.12.2015.

The World Bank Has Shown Keen Interest To Financially Support The Proposed India Post Payment Bank

The World Bank has shown keen interest to financially support the proposed India Post Payment Bank, having approached the department of posts (DoP), say sources.
The Reserve Bank of India (RBI) had in October approved the proposals of 11 applicants, including the DoP, to start a payments bank. These entities may offer most of the services offered by commercial banks, except for loans and credit card products.
"The World Bank wants to part-finance the project. We are having discussions at the inter-departmental and ministry level and would come out with a final decision early next year," said a senior official in the department.

In October, the Bank had said the decision on the 11 new payments banks should expand penetration of banking in the rural areas, helping to transform the rural remittances market.

The Bank is still seeking some clarity on the DoP issue, said its spokesperson. "There has been only one exploratory meeting with the postal service," the person added.

According to officials in the ministry of communications, which oversees DoP, the latter is weighing options on the partners to choose for the project. It is also in the process of finalising a consultant for the project, the tender for which would be opened on January 6. And, waiting for Public Investment Board clearance from the finance ministry, expected next month.

"It's only after the consultants do their research that we'd decide whom we want to partner with," said a senior DoP official.
The department has 155,000 branches in the country. In the first phase, it plans to start payment banking services across 500 post offices.
The ministry has said as many as 17 banks and financial institutions -- including Deutsche Bank, IDBI, Barclays, YES Bank, ICICI Prudential and HDFC -- are seeking an alliance with the proposed India Post Payment Bank. "They want to use the postal network by entering into tie-ups for delivery of services such as loans, monthly instalments, collections, insurance, mutual funds and premiums, among other things," added the official.

Recently, Japanese business conglomerate Hitachi had also said it was keen to partner DoP for payments bank solutions. In a meeting with communications minister Ravi Shankar Prasad this month, Yutaka Saito, president of Hitachi, had discussed the possibility.
