MARCH TO SANCHAR BHAWAN ON 27-07-2017 - MAKE IT A GRAND SUCCESS

Dear Comrades,

The implementation of the Recommendations of Kamalesh Chandra Committee is one of  the most important tasks for our GDS. Our union demanding the Govt & Department to implement all the positive recommendations of the GDS Committee at the earliest.

From 24th Nov'2016 to 18/19th January 2017 (2 months) we could not able to see the Report.

From that date up to 17th March 2017 (2 months) because of Election code it was kept idle and no progress.

Again from that date,  till today (4 months) the file is moving in such a way to drag the situation. Govt & department repeatedly prompting that the 'matter is under active consideration' in a routine way.

The emphasis made by all on the implementation of the GDS committee at the earliest is that the issue of retiring GDS and regular GDS as well. The GDS retiring from the service during this period of time are foregoing their retirement benefits because of the date of implementation of the recommendations of the Committee.

After taking into consideration of all the issues in Central Working Committee held on 5th May 2017 taken a decision to implement a phased programme of action including strike.

MARCH TO SANCHAR BHAWAN (O/o the Minister of Communications & IT), NEW DELHI  is the second phase of programme by AIPEU-GDS.

With the demand of GDS along with other demands, NFPE declared one day strike on 23rd August 2017 and tour/campaign programme is going on in the Circles by NFPE leadership.

All the CHQ Office bearers, Circle Secretaries, Division / Branch Secretaries, Active Comrades, well-wishers of our Union are once again requested to mobilize the GDS comrades in hundreds from all Circles to roar with thousands in front of Sanchar Bhawan on 27th July 2017 to show our resentment and anger over the delay in the implementation of the recommendations of Kamalesh Chandra Committee.

57th Anniversary of 1960 strike - today remembered

Today is the 57th anniversary of the glorious strike of the Central Government employees which started on 11th July and continued for 5 days on the basic demands of workers. 

That was their biggest strike in independent India till then, which shook the edifice of the govt. It was surprised by all repressive measures putting thousands in jails, dismissal, termination etc.,  But the workers never surrendered. 

The mighty one day token strike on 19th September 1968 reminded the Govt that the workers can never be suppressed all the times. 

On this day our Revolutionary salutes to all those comrades who sacrificed their lives at the altar of struggle and also who faced inhuman suppression and also the lakhs of workers who participated. 

RED SALUTE to all those who showed through their action that the united struggle is the right path.

AIPEU-GDS AGITATION PROGARMME -- MARCH TO SANCHAR BHAWAN ON 27-07-2017

Dear Comrades,

It is well aware that the Membership verification process in GDS Cadre is going on in all Divisions and Circles.  All the leadership of NFPE and AIPEU-GDS are deeply immersed in the exercise of collecting Letter of Authorization from the GDS members in all corners of the country.

The collection of membership in favour of AIPEU-GDS is in a progressive way by overcoming all hurdles by our Comrades & well-wishers as reports received by our CHQ from many parts of the Circles, every day. This is an encouraging and inspiring issue to all our GDS comrades. 

Our efforts for the last five years will not be failed. We are confident that AIPEU-GDS will get NUMBER ONE position in the Recognition amongst GDS unions in the present verification process.

Simultaneously, the implementation of the Recommendations of Kamalesh Chandra Committee is also the most important task for our GDS. Also demanded in the 10 point Charter of NFPE  along with the series of agitations, our GDS comrades are participating en masse in all the agitational programmes at all levels and became a part of the success of all programmes.

NFPE AGITATIONAL PROGRAMME ... 2nd phase on 12-07-2017 - Mass Dharna in front of all Circle / Regional offices

HEARTFELT CONDOLENCES TO THE DEPARTED LEADER OF NFPTE COM.D.GNANAIAH

Com.D.Gnanaiah (97), the 3rd Secretary General of Postal & Telecom Employees (NFPTE) passed away on 08-07-2017 (04-30hrs.morning) in Coimbatore. 

AIPEU GDS CHQ PAYS RESPECTFUL HOMAGE TO THE DEPARTED LEADER OF NFPTE AND CONVEYED DEEPEST GRIEF AND CONDOLENCES TO THE BEREAVED FAMILY MEMBERS & COMRADES.


 [Com. DG, as Gnanaiah was respectfully called, was a dedicated leader of the P &T workers and was the Secretary General during the period 1965 to 1970 and 1976 to 1978. 

He was arrested in 1968 strike along with other leaders and kept in jail. He was an excellent orator and writer. He has visited  many foreign countries, especially in the Soviet block.

After retirement, he was active in CPI and was one of its top leaders. His daughter is married to Com. E.X.Joseph veteran leader of the Confederation and who was dismissed from service in Audit Department and who is presently practising in Supreme Court........V.A.N.Namboodiri]

He celebrated his 96th birthday on 07-01-2017 in the presence of our NFPE comrades also.

ENROLL YOUR MEMBERSHIP IN FAVOUR OF AIPEU-GDS

Membership Verification process has been started from 22nd June 2017 vide Notification dtd 20th June 2017, issued by the Department of Posts, New Delhi.

AIPEU-GDS is participating in this membership verification for the first time after awaiting for 5 years after its formation in April 2012.

For the last five years AIPEU-GDS under the banner of NFPE formed its Circle / Divisional branches in 23 Circles having more than 400 divisional branches out of 440 divisions.

AIPEU-GDS cretaed confidence among GDS cadre that only with the united struggles along with Departmental employees and postal working class including NFPE, PJCA can succeed in achieving our GDS demands.

Having well aware of knowledge and experience, the GDS membership enrollment in favour of AIPEU-GDS is going on in almost all divisions of all Circles.

It is our most fervent  appeal to all GDS comrades to enroll your membership in favour of AIPEU-GDS and make it a NUMBER ONE GDS UNION  to serve you more better than many others.

GDS Pay Committee implementation – an update & AIPEU-GDS programme of action

GDS members are requested to book their journey tickets in time to reach Delhi on 27th July 2017

An internal committee is being constituted by the Department of Posts to pursue the recommendations of Kamalesh Chandra Committee for GDS relating to allowances and other general recommendations.

In respect of pay related issues, viz., TRCA, increment, retirement benefits i.e, Severance Amount and SDBS, welfare etc., the total financial implications were worked out and forwarded to Minister for approval.

We are expecting the nomenclature of old TRCA shall be dispensed with ‘pay’ and similarly other ‘severance amount’ etc,. After obtaining the approval from the Minister, the file will be sent to nodal Ministries.

At last, a cabinet note prepared after return of the file from the nodal Ministries and will be placed in the cabinet for approval.

The delay over six months for submission to Minister is deplorable. If this kind of delay continues, it will take more months to finalize the approval.

We have left with no alternative to strengthen our agitation and all GDS shall join the ‘March to Sanchar Bhawan’ on 27-07-2017 to exercise pressure to the Govt and the Department.

CONFEDERATION DISOWNS THE STATEMENT OF SECRETARY, STAFF SIDE, NATIONAL COUNCIL JCM


Com Shiv Gopal Misra, Secretary, Staff Side, National Council JCM & General Secretary, All India Railway Men's Federation has issued a Press statement "welcoming and thanking " the decision of the Central Government regarding implementation of the revised allowances to Central Government employees . The statement has created an impression among some section of employees that all the organisations of National Council JCM (including organisations affiliated to Confederation of Central Government Employees & Workers)  are of the same opinion and all the leaders of the JCM Staff Side has cheated the employees. To put the records straight, Confederation National Secretariat like to make it clear that our opinion was not sought by Secretary, Staff Side, National Council JCM, before issuing such a statement. We have already given a call to the employees to hold nationwide protest demonstrations against betrayal of the NDA Government. Confederation alone has conducted a series of agitational programmes against the negative attitude of the NDA Govt. towards Employees and Pensioners, including 15th December 2016  Parliament March, 16th March 2017 one day strike , 23rd May 2017 Mass dharna in front of Finance Ministers office , 22nd June 2017 Human Chain etc. Confederation National Secretariat strongly disagree with certain views and comments made by Secretary, Staff Side, and organisations affiliated to Confederation who have representation in JCM totally disown the statement. We strongly condemn the unilateral attitude of Secretary, Staff Side, National Council JCM. The statement issued by the three Standing Committee Members of Staff Side National Council JCM who are representing Confederation in the JCM Standing Committee is furnished below.

Confederation reaction on the press statement of NJCM Secretary

STANDING COMMITTEE MEMBERS, STAFF SIDE NATIONAL COUNCIL JCM, REPRESENTING CONFEDERATION DISAGREE AND DISOWN THE STATEMENT OF SRI. SHIV GOPAL MISRA, SECRETARY, STAFF SIDE, NATIONAL COUNCIL JCM

It was extremely unfortunate that the Staff Side Secretary through his press statement issued yesterday has chosen to praise the Modi Government over the decisions it had taken on various demands of the Central Govt. employees. The said statement was issued apparently without causing any consultation either formally or informally with the other members of the Staff Side, in any case not at all in consultation with the signatories of this statement.  We, being the members of the Standing Committee, emphatically disagree and distance ourselves from the position taken by him in the Press Statement.

There had been no justification for the 7th CPC to reduce the rate of HRA by an imagined factor of 0.8. Neither during the discussions, the staff side had with the committee headed by the Expenditure Secretary, nor in the press release issued after the Cabinet meeting, the Govt. had advanced  any logic for their decision to restore the rate of HRA only for those who draw pay at the level of Rs.18000. There had been no appreciation of any of the concerns or issues raised by the staff side and whatever decisions so far taken by the Govt. was inconsonance with the views and recommendations of the top echelons of the bureaucracy,  be in the matter of allowances, minimum wage, fitment factor, rejection  of option no.1 for the pensioners or withdrawal of  NPS.
The highly defective computation of minimum wage by the 7th CPC and the consequent denial of a reasonable wage structure, withdrawal of existing allowances and benefits, virtual abrogation of the time bound promotion to the lower category of employees; rejection of option No. 1 to pensioners, refusal to grant atleast a  minimum guaranteed pension under NPS   require the  strongest condemnation.

The fact that decisions taken by the Govt. on 7th CPC issues are clear reflections of Modi Government's. anti- labour attitude ought to have been, what the staff side secretary conveyed through his press release. His statement has, as stated earlier sadly reflects the total disconnect between the common Central Govt. employees and JCM staff side leadership.

Had it been the statement on behalf of the AIRF, we would not have issued this denouncement  at all, as we consider that it is the prerogative of each organisation to view things in their perspective and formulate their  opinions.

Dear Comrades,

I would like to draw your kind attention to an important task on top priority i.e., Membership verification in GDS cadre. The notification has been issued by Directorate on 22nd June 2017 to conduct verification process in GDS cadre. The GDS Union in the name of AIPEU GDS (All India Postal Employees Union GDS) is being lead by our NFPE & its affiliated unions for the last five years. Now the GDS union is participating in the present verification process seeking No.1 recognition in GDS cadre.

It is opt  to mention that GrC cadre is the closest one to every GDS other than any in NFPE affiliates. It is our prime responsibility to make the AIPEU-GDS, in No.1 position by obtaining membership from GDSs in the form of Letter of Authorization supplied by Directorate along with notification.

NFPE & AIPEU GrC CHQ, for the last few years put their best efforts to form the branches for AIPEU GDS in all divisions of all circles. To a great extent our Gr.C cadre units in all divisions have succeeded in the task by taking so much risk to form the branches in all circles and keep intact with GDS members in the divisions till date. Similarly GDS members are also extended all their cooperation and support in all the programmes given by higher bodies for all the time.

Now, it is the right time to share the major responsibility in all divisions by Gr.C leaders, members and active comrades to collect the membership from the GDS members in the respective divisions. The Circle Secretaries of Gr.C of each circle has to pay much attention on this task by contacting personally with all divisional / branch secretaries of GrC and direct them to put all efforts to get the membership in favour of AIPEU-GDS in their divisions / branches.

Here with enclosing the particulars of Divisional Secretary / Convener of AIPEU-GDS of each division in your circle for favour of information and immediate action to collect 100% membership from GDS members in the respective divisions as early as possible. Please intimate, if any changes made in the name of ‘Authorized Representative’ i.e., divisional secretary / convener of AIPEU-GDS, our CHQs will make necessary correspondence with the concerned immediately.

Once again emphasis is made on the subject to give top priority as it is a time bound process.

POSTAL CASUAL LABOURERS STRUGGLE IN TAMILNADU

STRIKE DECLARED BY
NFPE CIRCLE CO-ORDINATING COMMITTEE
on 13th July 2017

FAST IN FRONT OF CPMG OFFICE CALLED OFF

MOST INSPIRING STRUGGLE IN THE HISTORY OF CASUAL LABOURERS.

            As per the decision taken by the Central Working Committee of All India Postal Casual , Partime , Contingent and Contract Workers Federation , the fast infront of Chief PMG office Chennai commenced on 27th June 2017 demanding revision of wages of Casual Labourers with effect from 01.01.2006 and 01.01.2016 as per orders issued by Postal Directorate. 

            Along with leaders of Casual Labour Federation , leaders of NFPE Circle Co-ordinating Committee (CCC) , Confederation State Committee also joined the programme extending full support and solidarity. The programme was organised under the leadership of NFPE CCC Tamilnadu Circle. More than 1000 casual workers participated in the struggle.

             Chief PMG held two round discussions with Circle Secretaries of NFPE on 27th June. CPMG took a stand that Directorate orders are not implemented in any circle and challenged our leaders to produce copies of the orders issued by Divisions in other circles. Next day morning Circle leaders produced before the Assistant Director ,  copies of orders issued and implemented in many divisions of Kerala , Andhra and Telangana including Vijayawada Region where the CPMG was working as PMG prior to his promotion as CPMG Tamilnadu. Understanding that his arguments stands demolished by NFPE Circle Unions , the CPMG , instead showing the courage to face the NFPE leaders again in the discussion table , suddenly left  Chennai (ran away !!) without intimating the leaders. It is learnt that he will not be available in Chennai for next four days.  

               NFPE COC held an emergent meeting and decided to declare one day strike on 13th July 2017 protesting against the negative stand of the Circle administration and demanding immediate wage revision of Casual Labourers. Accordingly 14 days legal notice for the strike was served on 28th June 2017. Entire employees of Tamilnadu Circle  (P3 , P4 , R3 , R4 , Admin , Postal Accounts , SBCO , GDS and Casual Labourers)  will go on strike for the cause of Casual Labourers declaring -- "an injury to one is an injury to all" !!!. 

             As strike is declared , NFPE CCC decided to call off the fast in front of CPMG office and the mass fast ended at 5 PM on 28th June with thundering slogans.

National leaders of Casual Labour Federation Coms: M.Krishnan (President) Y.Nagabhushanam (Working President) P.Mohan (General Secretary) D.Sivagurunathan (CHQ Treasurer) S.Balamurugan (CHQ OGS) alongwith NFPE leaders Coms: J.Ramamurthy (CHQ President P3 & CS P3 ) B.Paranthaman (President CCC NFPE) G.Kannan (Convenor CCC  NFPE) Angel Sathyanathan (Chairman , Women's Committee) participated in the fast. Com A.G.Pasupathy , veteran leader of P&T Trade Union movement (86 years) participated on two days. Coms: K.Raghavendran (Ex-SG NFPE & GS AIPRPA) K.V.Sreedharan (Ex-GS P3) K.Regupathy ( Asst SG NFPE) A.Veeramani (AGS P3 CHQ) R.B.Suresh (CS AIPAEA) K.R.Ganesan (Circle President R3 ) Dhananjay (CS AIPEU -GDS) Santhoshkumar (President , AIPAEA CHQ) attended and addressed the gathering. Shri D.Theagarajan (SG FNPO) and Shri Kumar (FNPO & Chairman PJCA) Leaders of AIRF,  DREU and Confederation affiliates  also addressed. 

            The inspiring struggle of the most down trodden, marginalised and poor casual labourers of Tamilnadu will be written in red letters in the history of the struggles of Postal employees.
